Chastened by lawmakers and commentators for having thousands of sexual assault reports, military leaders are arming themselves with statistics to “get tough” on the problem, while encouraging their subordinates to do the same.

But those statistics are far from scientific and, in the case of false reports, the numbers and definitions vary wildly.

The Navy Commander’s Guide to Sexual Assault Prevention and Response, for example, states that “false allegations of sexual assault are 3% per NCIS data,” referring to the Naval Criminal Investigative Service.

There is no footnote citing where the data originated, and an NCIS spokesman said that the statistic didn’t come from them.

A sixth-grade teacher at Camp Lejeune and her boyfriend have been arrested on heroin charges.

Thersea Catherine Fedor, 53, of Hubert, is a sixth-grade teacher at Brewster Middle School, according to Camp Lejeune Public Affairs Director Nat Fahy. The Naval Criminal Investigative Service took Fedor into custody at the district superintendent's office Friday morning, Fahy said.

Fedor has been placed on administrative leave pending results of the investigation, said Camp Lejeune District Superintendent Aldridge Boone.

"The welfare of the students is our primary consideration at this particular time," Boone said. "We will definitely have a qualified substitute teacher to come in and take over classes until this is resolved."

(CNN) -- A U.S. Navy commander, a Naval Criminal Investigative Service agent and a Singapore-based defense contractor face federal charges in two bribery schemes involving hundreds of millions of dollars in Navy contracts with payoffs that included prostitutes and luxury travel, according to the U.S. attorney's office in San Diego.

The three men -- Navy Cmdr. Michael Vannak Khem Misiewicz; NCIS Supervisory Special Agent John Bertrand Beliveau II and contractor Leonard Glenn Francis, the CEO of Singapore-based Glenn Defense Marine Asia Ltd., -- were all arrested earlier this week.

According to a news release from the U.S. attorney's office, Misiewicz, 46, used a position as deputy operations officer of the U.S. Seventh Fleet to help schedule visits of U.S. Navy ships to ports where Francis' company provided services including tugboats, security, transportation, supplies, fuel and waste removal.

"In return, Francis provided Misiewicz with paid travel, luxury hotel stays and prostitution services," the U.S. attorney's office said.

The information Misiewicz passed on to Francis, a citizen of Malaysia who lives in Singapore, was "confidential," meaning its disclosure could cause serious harm to U.S. national security, the U.S. attorney's office said. It detailed Navy ship movements months in advance, according to the U.S. attorney.

Fourteen active and former U.S. Marines were among 64 alleged perpetrators of an illicit military weapons and drug trafficking ring busted Thursday by California authorities.

Law enforcement made 50 early-morning arrests during a sweep in San Diego County to round up the suspects charged with stealing and selling the goods.

Authorities said they had made the largest dent in an "organized crime network" in more than three years.

"Through solid investigative work and collaboration this task force effectively shut down a large organized crime network committing numerous felonies," said Dave Jones, the state's insurance commissioner.

The investigation began as authorities looked into numerous stolen vehicles in the San Diego area, according to the district attorney.

Seven active-duty Marines, one Navy sailor, and seven former Marines were arrested as part of the bust, according to the district attorney.

Camp Lejeune Church had chalice worth $10,000?

First anyone stealing from a church is the lowest of lows but what was Camp Lejeune doing with a chalice worth $10,000? What was it made of? Plus they say there is a reward offered for $2,500. Something about this story does not add up.

The Naval Criminal Investigative Service is investigating the theft of a chalice valued at $10,000 from a church at Camp Lejeune.

The Daily News of Jacksonville reports ( http://bit.ly/11YoMDN) that the communion chalice was discovered missing from St. Francis Xavier Catholic Church sometime between May 26 and June 1.

Tonight on Global TV "NCIS" begins a two-part episode called "Shell Shock" about a former marine suffering from Post-Traumatic Stress Disorder, but don't worry the our interview was stress free as Mark Harmon and the cast celebrated their 10 year milestone.

These are just from the first emails I opened this morning. PTSD is not new but lately it seems to be an industry worth hundreds of billions a year.

Jacksonville Police are investigating the murder of a Camp Lejeune Marine.

Police say that it happened Friday around 9:45 p.m. Officers had been dispatched to the Liberty Crossing Apartments in reference to an unknown disturbance. We’re told while on their way, it was reported that shots were fired at that disturbance. Police say when they arrived they found 21-year-old Randall Buford dead with an apparent gunshot wound to the head.

"Unusual Suspects" looked at the bizarre story behind the death of Lieutenant Naval Officer Lee Hartley. He died mysteriously while serving. It turns out he was poisoned slowly over a long time, but his murder went unsolved for possibly even longer: 13 years.

Finally, an NCIS cold case unit confronted his widow, Pam Hartley, and she confessed to everything.

Pam had poisoned her husband by sending him care packages, including baked goods laced with rat poison. She wanted out of her "miserable" marriage, but didn’t want to give up the status of being a Navy officer’s wife, so she decided to be a Navy officer's widow.

NCIS busy day with counterfeiting and drug arrests

MAYSVILLE — Police say they have arrested three men, including a Camp Lejeune Marine who they say was the ringleader, in an operation that manufactured and passed counterfeit $20 bills in a three-state area.

“We’ve found them as far north as Cary and as far south as Georgia and Florida,” an officer with the Maysville Police Department said. He is not being identified because he frequently works undercover.

The alleged ringleader, Cpl. Andrew Campbell, a Marine at 8th Engineer Support Battalion on Camp Lejeune; and Zack Horne, 18, and Allan Simpson, 19, both of Maysville, are together facing a total of 54 felony charges and one misdemeanor. The charges include counterfeiting, obtaining false property, forgery and possession of schedule II narcotics, police said.

Two arrested on drug trafficking charges

Two people are accused of trafficking opium in the Hubert area of Onslow County. Deputies arrested Hatem Goodam, 17, and Shelly Chambers, 52, both of Hubert, following a three-month investigation.

Investigators said they purchased more than 100 oxycodone pills from the pair. Goodam was also charged with selling marijuana to officers during the investigation.
