'Socialized' or Not, We Can Learn from the VA

So why then did Republicans vote for Paul Ryan's budget when it cut the VA by $11 billion dollars when wounded veterans need it to be increased?

House Speaker John Boehner (R-Ohio) seemed to address that frustration indirectly on Thursday as he praised Ryan for putting forward a budget that represents a "real vision of what we were to do if we get more control here in this town."

In a recent post on the New York Times' Economix blog, Princeton economics professor Uwe E. Reinhardt addresses the common characterization of the British health care system as "socialized medicine." The label is most often used pejoratively in the United States to suggest that if anything resembling Great Britain's National Health System (NHS) were adopted in the U.S., it would invariably deliver low-quality health care and produce poor health outcomes.

Ironically, Reinhardt notes, the U.S. already has a close cousin to the NHS within our borders. It's the national network of VA Hospitals, clinics and skilled nursing facilities operated by our Veterans Healthcare Administration, part of the Department of Veterans Affairs. By almost every measure, the VA is recognized as delivering consistently high-quality care to its patients.

Among the evidence Reinhardt cites is an "eye-opening" (his words) 2004 RAND study from in the Annals of Internal Medicine that examined the quality of VA care, comparing the medical records of VA patients with a national sample and evaluating how effectively health care is delivered to each group (see a summary of that study).

RAND's study, led by Dr. Steven Asch, found that the VA system delivered higher-quality care than the national sample of private hospitals on all measures except acute care (on which the two samples performed comparably). In nearly every other respect, VA patients received consistently better care across the board, including screening, diagnosis, treatment, and access to follow-up.

Romney just proved what he thinks about veterans. Hey, if they break the VA, then they can sell it off to private companies.

MAULDIN, S.C. — Mitt Romney suggested on Friday that he was open to introducing “private sector competition” into the health care system U.S. military veterans receive.

At a campaign event in South Carolina, Romney raised the possibility of a voucher system.

“If you’re the government, they know there’s nowhere else you guys can go, you’re stuck,” Romney told a group of veterans at Mutt’s BBQ restaurant here. “Sometimes you wonder if there would be some way to introduce private sector competition, somebody else who could come in and say each solder has ‘X’ thousand dollars attributed to them and then they can choose where they want to go in the government system or the private system with the money that follows them.”

Romney added, “Like what happens with schools in Florida where people have a voucher that goes with him.”

Democrats immediately pounced on Romney’s remarks, blasting out information about Sen. John McCain’s plan to privatize the VA in 2008 and articles that suggested veteran’s at the time weren’t happy with the proposal. The Veterans of Foreign Wars weren’t pleased either: In a statement to the Talking Points Memo, VFW spokesman Jerry Newberry said, “The VFW doesn’t support privatization of veterans health care. This is an issue that seems to come around every election cycle.”

Update
Democrats think I am against President Obama because I complain so much about what our veterans are still going through. Republicans think I am against Republicans because I slam so many members of congress in that party. The truth is, I am pro-veteran and believe it is our responsibility to hold them all equally accountable for what they do FOR veterans or TO veterans. This is the reason why I am a registered Independent. I am against all politicians when they vote against veterans.

In a historic march conducted 80 years ago today, 17,000 military veterans were joined by 26,000 other Americans in valid protest; instead of receiving promised pay and benefits, these American war heroes had only been given paper certificates.

In a complete slap in the face to that historic event, this evening Rep. Tim Scott gave local World War II veterans a paper certificate, and after he voted for a budget that cut $11 billion from veterans' benefits.

This apparent disrespect left congressional candidate Bobbie Rose with a bad taste in her mouth.

“I respect them, I honor their sacrifices and I hold them in highest esteem. I applaud any event held just to say ‘thank you’ to our bravest men and women,” says Rose, Scott’s Democratic challenger.

“But is this event enough to replace the benefits they’re about to lose?”

Rose refers to Scott’s support of the fiscal year budgetary bill recently proposed by the Republican Party, which substantially reduced funding for veterans’ benefits.

“While our veterans certainly deserve all the accolades Scott offers, they need proper benefits more, which our congressman is working to take away, based on his vote for the Ryan Budget.”

How well a veteran is cared for after they served this one nation should never be left up to the judgment of the governors year to year. Texas has problems with claims and taking care of their veterans and so does Florida. Too many states are not living up to the debt they owe veterans but the majority of the citizens remain silent on what is being done to them instead of demanding what needs to be done for veterans.

The American public in general should take a dim view on any politician treating veterans like this.

Politicians keep talking about the deficit but never seem able to understand this is a bill the country owes veterans. Some even dare to consider the VA as a "welfare" program.

Backlog of benefits claims for Texas veterans has doubled in two years

TEMPLE — Pending benefits claims for Texas veterans have doubled in two years, the most visible indicator of what state officials on Monday described as a mounting crisis at the Department of Veterans Affairs.

"It's a monumental problem," James Richman, the director of claims representation and counseling for the Texas Veterans Commission, told a Texas Senate committee reviewing the state's massive backlog. "It's an implosion, a perfect storm."

According to the VA, pending claims in Texas have mushroomed from just more than 46,000 in July 2010 to nearly 90,000 this month. More than 76 percent of pending claims in Texas have been sitting for more than 125 days, significantly more than the national average of 66 percent.

State officials painted a picture of a bureaucracy overwhelmed by an influx of aging World War II veterans, Vietnam-era service member claims based on exposure to Agent Orange, and Iraq and Afghanistan veterans, who are filing disability claims at rates higher than their predecessors. The hearing Monday, held at the William R. Courtney Texas State Veterans Home in Temple, was a chance for legislators to gather information ahead of next year's legislative session, when officials probably will ask for more money to hire additional claims counselors.

VA provides health care and other benefits to OEF/OIF veterans returning from the armed services.

Here are some of the benefits VA provides:

• Five Years of Enhanced Health Care. Your service member/veteran is eligible to receive enhanced VA health care benefits for five years following his or her military separation date. • Dental Benefits. He or she may be eligible for one-time dental care but must apply for a dental exam within 180 days of his or her separation date.

• OEF/OIF Program. Every VA Medical Center has a team standing ready to welcome OIF/OEF service members and help coordinate their care. Check the home page of your local VA Medical Center.

• Primary Health Care for Veterans. VA provides general and specialized health care services to meet the unique needs of veterans returning from combat deployments.

• Non-Health Benefits. Other benefits available from the Veterans Benefits Administration may include: financial benefits, home loans, vocational rehabilitation, education, and more. Access http://www.vba.va.gov/VBA for information on these benefits.

• Benefits for Family Members. VA offers limited medical benefits for family members of eligible veterans. These include the following programs: Civilian Health and Medical Program of VA (CHAMPVA), caregiver support groups, counseling, and bereavement counseling.


Potential Co-Payments

Some veterans must make small co-payments for medical supplies and VA health care. Combat veterans are exempt from co-payments for the care of any condition potentially related to their service in a theater of combat operations. However, they may be charged co-payments for treatment clearly unrelated to their military experience, as identified by their VA provider.

Conditions not to be considered potentially related to the veteran’s combat service include, but are not limited to:
• care for common colds
• injuries from accidents that happened after discharge from active duty
• disorders that existed before joining the military.

"NEVER LEAVE A FALLEN COMRADE" is part of the ethos embraced by America’s military. This commitment to our fellow warriors is embraced by every young man and woman in uniform and it exemplifies the commitment we make to defend our democratic values. Texas is on the verge of abandoning scores of Veterans if proposed budget cuts are approved.

The Texas Legislature is considering a 20 percent cut in the near $14 million in state funds which the TVC receives to provide veterans services across the state. This cut is, on average, disproportionate to the reductions other state agencies face. If approved, this will drastically reduce the TVC’s ability to provide services. With the proposed drawdown of U.S. forces in Iraq and Afghanistan over the next two years, our returning veterans will need considerable assistance to ensure they access the benefits they have earned. Now is not the time for Texas to curtail the funding for veterans services.

Every day, the counselors and staff at the Texas Veterans Commission work tirelessly as advocates on behalf of our state’s true heroes to ensure they are not left behind.

The TVC staff — 84 percent of whom are veterans themselves — has made astounding progress in the last year helping Texas Veterans access their benefits. Note the following direct impact of TVC efforts:
H 170,795 benefit cases filed, resulting in over $2 billion in monetary benefits from the U.S. Department of Veterans Affairs (VA) to Texas veterans and their families;

H 34,038 jobs found for veterans generating $1.8 billion in wages;

H 67,015 veterans approved for post-9/11 GI Bill education benefits totaling $397 million;

H $9 million in grants, funded mostly from the Veterans Cash lottery ticket, to 38 community and faith-based grantees offering a range of services to Texas veterans and their families.

Scott Administration Offers Budget Details to House Health Care Appropriations Subcommittee

A day after Gov. Rick Scott unveiled his budget, the House Health Care Appropriations Subcommittee met to hear how his proposed budget would impact state health facilities in the next two years.

Chaired by Rep. Matt Hudson, R-Naples, the committee listened Tuesday to a presentation from Jane Johnson, a policy coordinator from the Office of Policy and Budget and, while Republicans remained firmly in control of the committee, they did have more than their share of questions about the proposed budget.

Noting that the health and human services appropriations consumed $18.4 billion in FY 2002-03, Johnson pointed out that they were more than $28.5 billion in FY 2010-11. Under Scott’s budget proposal, the costs would increase to $29.17 billion in FY 2011-12 before lowering to $28.01billion in FY 2012-13.

Of the $29.2 billion planned by the Scott administration for health agencies in FY 2011-12, more than $22 billion would go to the Agency for Health Care Administration, almost 76 percent of the entire amount allocated. Department of Children and Families would take 9.5 percent of the total with almost $2.8 billion, just ahead of the Department of Health which would have more than $2.75 billion. Persons with Disabilities would get almost 3 percent with $842 million while Elder Affairs would have 2.4 percent of the total with $690 million. The state Department of Veterans Affairs would end up with $45.5 million, around 16 percent of the total allocated. read more here

Earlier this year, DAV and our partner organizations in The Independent Budget, recommended that funding for the Department of Veterans Affairs (VA) FY 2013 health care budget be increased by $3.8 billion in order to meet increased demand and rising health care costs. By contrast, the Administration’s budget proposal called for a $2.3 billion increase for the Veterans Health Administration (VHA), a difference of $1.5 billion. We strongly believe the additional funds we identified can be put to effective use within VA, including better meeting the needs of new veterans of our wars in Iraq and Afghanistan.

On May 31, by a vote of 407-12, the House passed the Fiscal Year (FY) 2013 Military Construction-Veterans Affairs appropriations bill. The bill includes a measure that would boost suicide prevention and homeless assistance funds for veterans. It would also provide $71.7 billion in discretionary funding for veterans’ benefits about four percent above the FY 2012 level, but $1.5 billion less than The Independent Budget recommendation.

Recently, we saw evidence of the negative effects of inadequate funding at a Senate hearing when witnesses testified that VA is failing to meet the mental health needs of the veterans it should be serving. VA’s Inspector General reported that these problems were caused by a multiplicity of factors, including funding and staffing shortages, and lack of quick, easy access by veterans to VA’s many mental health programs. The Inspector General’s findings are consistent with DAV’s own internal survey of the VA mental health care system that showed serious problems with access and response for veterans seeking care.

Veterans for Common says "Good News for Veterans in the FY 2013 Budget"

I agree! It is not as much as it should be but a lot better than it would have been with all the government cuts backs going on.

Good News for Veterans in the FY 2013 Budget.
This week the Department of Veterans Affairs released its Fiscal Year 2013 budget request, a request of 140.3 billion. The highlights are as follows:
The $140.3 billion for FY2013 is roughly a 10% increase over the FY2012 request of $127 billion request for FY2012.


$1 billion over five years for a Veterans Job Corps, a new effort to leverage skills Veterans developed in military service for a range of jobs protecting and rebuilding America’s public lands. The initiative would put up to 20,000 Veterans to work on projects to restore America’s lands and resources.

$52.7 billion for medical care, a 4.1 percent increase over the the current fiscal year, and a net increase of $165 million above the advance appropriations level already enacted for FY 2013.

$1.4 billion for programs that prevent or treat homelessness among Veterans.

$76.3 billion for benefits

$1.85 billion for the Post 9/11 GI Bill

$ 400 million to improve care and facilities for female veterans

VA's budget demonstrates that the Obama administration has heard the concerns of veterans voiced by VCS in the media and in meetings with Congressional and Administration officials. President Barack Obama is serious about making progress to address many of the longstanding deficiencies at VA. In public policy terms, a budget is a statement of priorities.

VA's FY2013 budget shows that veterans have been made a high priority by the Obama administration. It will not of course correct every problem but it goes a long way in that direction and is a good thing for veterans. As veterans advocates we must support this budget. "Pledge to America" hurt veterans

There has been something going on in this country that reminds me of the movie "Something Wicked This Way Comes." While congress has been patting themselves on the back in front of veterans groups, they have been using their free middle finger hidden from view.


Veteran trapped in 800,000 paperwork backlog but while congress passed rule changed to allow Vietnam Veterans to file claims for the growing list of Agent Orange related health problems along with making it easier to file PTSD claims, the number of claims processors has been cut. Cut? Yes. For all the talk about getting it right for veterans, they wait without money for months wondering how to keep a roof over their heads and feed their families.

House passes government funding measure, sends on to President Obama

The House on Tuesday night passed a bill that would continue to fund the government through March 4, 2011, sending the measure to President Obama for his signature ahead of a midnight deadline.

The bill passed by a 193-to-165 vote, with about 80 members not present. The House vote was closer than the Senate's vote on the measure earlier Tuesday; 79 senators voted in favor of the bill and 16 voted against it.

President Obama must sign the bill by midnight in order to avert a federal shutdown.

If you read the newspapers you'd think that the hiring freeze exempted the VA, but it didn't. Across the country it seems every state has been cutting the people working for veterans.

SIOUX CITY -- All Woodbury County governmental departments have been under a hiring freeze for more than a year, but with a doubled workload the commission of veteran affairs director is looking to expand the staff to three.
Danille Dempster, Veteran Affairs director, and commission chairman Ronald Kerr on Tuesday told the five county supervisors an additional worker is needed.
"The amount of veterans that are eligible (for programs) is increasing every year," Kerr said, citing Vietnam War veterans who are just now coming in for Agent Orange-related ailments.


Errors in making decisions have also added to the pain veterans suffer.

VA Retraining Mental Health Claims Processors

A Department of Veterans Affairs (VA) internal investigation revealed a high number of errors being made on disability claims evaluations filed by veterans suffering from traumatic brain injuries (TBIs). In response to those results, the VA is implementing new training for both their health care workers and their benefits processors.

The results of the investigation were somewhat shocking. The VA's Office of Inspector General (OIG) found 8% of veterans claims filed for post-traumatic stress disorder (PTSD) contained errors. For those claims filed for TBIs, however, the error rate jumped to 19%. More than 50% of the TBI claims directly affected veterans' benefits.

There was an overall 23% error rate in all the OIG-reviewed cases. Most of the errors were technical, meaning they did not affect benefits. More than 80% of the claims, however, involved 100% disability ratings, and were made based on a need for surgery or other treatment stemming from a service-related disability.

The OIG examined 16,000 disability files based solely on PTSD claims. Investigators found there was no way the claims processors could be accurate with the limited training and experience they possessed. The VA noted the largest number of mistakes were made verifying specific events qualifying for PTSD benefits. The VA, however, has made that verification process much easier, and has therefore eliminated this issue.

But it was not the hiring of Federal Employees that got us into this mess and if things go as planned by the GOP with their "Pledge to America" things are going to get a whole lot worse for our veterans.
FMA URGES SHIFT IN FOCUS ON WORKFORCE RIGHTSIZING DEBATE

The House Oversight and Government Reform Subcommittee on Federal Workforce, Postal Service and Labor Policy once again played host to a contentious debate centering on proposed cuts to the civil service. During a May 26 hearing titled, “Rightsizing the Federal Workforce,” lawmakers from both sides of the aisle sparred over data relating to the size and composition of, along with compensation received by, the federal workforce. The Federal Managers Association (FMA), along with the Senior Executives Association (SEA) and the Professional Managers Association (PMA), submitted joint testimony for the record urging lawmakers to consider the scope of work carried out by employees to achieve agency missions, not just the number of active civil servants.

In his opening statement, Subcommittee Chairman Dennis Ross (R-Fl.) exclaimed that the number of federal employees has exploded over the last few years, to the tune of 2.1 million in sum, reaching unprecedented heights in recent United States history. He also stated that federal workers, on average, earn $101,751 in compensation, a figure he said far outpaces the private sector average. Ranking Member Stephen Lynch (D-Mass.) countered the Chairman’s opening statement by refuting his compensation figure and declaring it is important to remember there are two types of federal workers: federal employees and federal contractors. Lynch said there are 10.5 million contractors and grantees working for the federal government, nearly four times the number of civil servants, military personnel and postal employees. He said too often the finger of blame for our fiscal woes goes around and around before falling on federal employees.

Appearing before the Subcommittee, Representatives Cynthia Lummis (R-Wyo.) and Tom Marino (R-Penn.) detailed their respective legislative measures introduced in the 112th Congress to pare down the size of the civil service. The Federal Workforce Reduction Act (H.R. 657), introduced by Lummis, would restrict federal hiring to one new employee for every two who leave the civil service. The legislation exempts the Departments of Defense, Homeland Security and Veterans Affairs from the attrition policy. Marino’s bill, the Federal Hiring Freeze Act (H.R. 1779), would enforce a hiring freeze until the budget deficit is eliminated.

Both Lummis and Marino argued that federal employees provide essential services, but American taxpayers cannot afford to maintain the workforce on its current growth trajectory, maintaining their bills represent measures necessary to address the current economic environment. Lummis said she believes reducing the workforce through attrition, as opposed to other means, is sensible and will not hurt federal families’ economic wellbeing.

In the joint testimony, FMA, SEA and PMA cautioned that the two legislative proposals ignore the real concern of whether federal workforce levels enable agencies to achieve their congressionally-mandated objectives.

“We are primarily concerned that enacting proposals promoting a government-wide workforce reduction or hiring freeze absent of a comprehensive strategic plan will severely impede agencies’ efforts to acquire the proper staffing levels based on their established missions,” the trio wrote. “H.R. 657 and H.R. 1779, along with similar efforts to cap the federal workforce, fail to account for the services that agencies provide to taxpayers or the necessary personnel levels to effectively provide such services.”

Andrew Biggs of the American Enterprise Institute, also testifying before the Subcommittee, said a problem in analyzing the federal workforce is the lack of a model to compare it to. He argued it is difficult to say if it would be appropriate to reduce the workforce by a hard, arbitrary number; but he acknowledged there is also a danger that government officials could “study the issue to death,” which would be detrimental given the state of the budget and the rising national debt.

Did you notice what party is standing behind this? Cutting government spending sounds good because no one wants to pay taxes but part of the taxes we pay takes care of the men and women serving this country everyday and veterans injured serving it yesterday.

What would make them want to do this especially to veterans in a time when two wars are producing more and more wounded topped off with the new claims coming in for Agent Orange and older veterans with PTSD? Is outsourcing still their goal?

But none of this is really that new. There is a dangerous game being played behind the backs of veterans expecting to get the "best care possible" after their service to this country. Maybe they think if they just break the VA their plan to turn it over to private, for profit corporations will happen and their rich buddies will fund them getting back into office?

One of the maxims of the Bush administration is: Never let the law get in your way. The political appointees who run the Department of Veterans’ Affairs (VA) certainly know how to play by those rules.

Between 2001 and 2004 the VA illegally diverted funds earmarked for veterans’ healthcare to pay for studies on outsourcing jobs at VA facilities and to fund other studies on closing VA hospitals. The report detailing the VA’s misdeeds was released last week by the Government Accountability Office (GAO). (The full GAO report is available here -- http://www.gao.gov/new.items/d06124r.pdf )

The VA officially denies any wrongdoing. VA Secretary Jim Nicholson argued, "Congress clearly did not intend to preclude all manner of cost analysis necessary for the day-to-day administration of our health-care system …” However, Congress did pass legislation in 1981 that prohibits the diversion of funds appropriated to VA medical care accounts for studies on the cost of keeping work in-house versus that of contracting it out.

During the time VA officials were misappropriating funds they were working with Republicans in Congress to try to change the 1981 law that they were breaking. Senator Larry Craig (R-ID), Chairman of the Senate Committee on Veterans’ Affairs, introduced legislation (S. 1182 Sec 7) to do away with the prohibition and allow the VA to spend healthcare funds on outsourcing studies.

Also during this time the VA asked Congress for funds to conduct outsourcing studies. The amounts ranged from $16 million to $50 million. The VA was turned down every time. Since the VA couldn’t get the funds, they just broke the law.

It takes two years to train processors to do it right. Even if the VA was exempt in every state from hiring workers today, it would take two more years before they would be able to address the backlog pile. Maybe this is what they had planned for all along?




McCain defends VA health proposal

PHOENIX -- Although much attention this past week has been focused on political conventions and running mate selections, one of John McCain's only campaign events involved a somewhat defensive speech to a group that many consider a big part of his base. Following up on an appearance at the Disabled American Veterans convention in Las Vegas two weeks ago, McCain addressed the Veterans of Foreign Wars in Florida last week and responded to the allegation that his veterans' health care plan is a step towards privatizing veterans' health care.
For many months, McCain has proposed giving every veteran a "plastic card" to be used for the treatment of routine health care needs outside the Veterans Affairs system. In March, McCain held a town hall at a VFW in Chula Vista, Calif., and used a line he had repeated throughout his campaign to promise the audience he would fix the VA health care system.
"The thing that disturbs all of us is that for a routine health care need, too often someone goes down to the VA and stands in line to stand in line to get an appointment to get an appointment," McCain said at the time. "My friends, that's not right, and what I intend to do as president is for a routine health care need I intend to give a veteran a plastic card" which he or she would take "to the doctor or the health care provider of their choice and never have to stand in line to stand in line again."

And almost before McCain's speech was over, the Obama campaign had released a statement from the chairman of the Military Construction and Veterans Affairs Appropriations Subcommittee, Rep. Chet Edwards, D-Texas, fulfilling the GOP senator's predictions.

"Not only has John McCain repeatedly voted 'no' on needed funding for veterans supported by the VFW, American Legion and Disabled American Veterans, he has now come up with a plan to privatize VA health care that the Disabled American Veterans is saying would be a disservice to veterans," Edwards' statement read.

Why would they want to do this? There is a lot of money to be made by corporations if they take it over. For example, here's a look at the 2010 budget proposal.

The budget includes an 11 percent increase in resources for a discretionary funding level of $55.9 billion. The budget increases health care funding for veterans, enabling the VA to provide timely, high-quality care to 5.5 million veterans, develop Centers of Excellence, and enhance access to mental health and cognitive care. It also restores health care eligibility for modest-income veterans, steps up investment in technology for the delivery of services and benefits to veterans, and provides improved benefits for veterans who are medically retired from active duty. The budget provides for a collaborative pilot program with non-profit organizations to help veterans avoid homelessness, and for the timely implementation of the Post-9/11 GI Bill to Americans who have served the country though military duty.

INCREASED FUNDING AND EXPANSION OF BENEFITS

Increases funding for VA by $25 billion above the baseline over the next five years. The President’s budget takes the first step toward increasing funding for VA by $25 billion during the next five years in order to honor our nation’s veterans and expand the services they receive.

Dramatically increases funding for VA health care. This increase will provide adequate resources to give 5.5 million veteran patients timely and high-quality care. This funding also enables VA to create Centers of Excellence and provides additional veteran-oriented specialty care in areas including prosthetics, vision and spinal cord injury, aging, and women’s health.
Restores health care eligibility for modest-income veterans. The President’s budget expands eligibility for VA health care to non-disabled veterans earning modest incomes. This expansion will bring more than 500,000 eligible veterans into the VA health care system by 2013 while maintaining high-quality and timely care for the lower-income and disabled veterans who currently rely on VA medical care.

Provides greater benefits for veterans who are medically retired from active duty. For the first time, highly disabled veterans who are medically retired from service will be eligible for concurrent receipt of full disability benefits from VA in addition to Department of Defense retirement benefits.

Enhances outreach and services related to mental health care and cognitive injuries with a focus on access for veterans in rural areas. VA will increase the number of Vet Centers and mobile health clinics to expand access to mental health screening and treatment in rural areas. In addition, new funding will help veterans and their families to stay informed of these resources and encourage them to pursue needed care.
TECHNOLOGY FOR IMPROVED SERVICE DELIVERY

Invests in better technology to deliver services and benefits to veterans with the quality and efficiency they deserve. Through improved electronic medical records, VA will more efficiently retrieve active duty health records from the Department of Defense and enable all VA care sites to access the records of veterans needing care. VA will also invest in the development of rules-based electronic processes to increase accuracy, consistency, and timeliness in veterans’ receipt of benefits.
COMPREHENSIVE EDUCATIONAL BENEFITS

Facilitates timely implementation of the comprehensive education benefits veterans earn through their dedicated service. This budget provides the resources for effective implementation of the Post-9/11 GI Bill -- providing unprecedented levels of educational support to the men and women who have served our country through active military duty.
SAFEGUARDING VULNERABLE VETERANS

Combats homelessness by safeguarding vulnerable veterans. The President’s budget expands VA’s current services to homeless veterans through a collaborative pilot program with non-profit organizations. This pilot will help to maintain stable housing for veterans who are at risk of falling into homelessness while helping VA to continue providing them with supportive services.


White House Seeks $125 Billion for Veterans in 2011
Homelessness, Claims Increases and Access - Priorities for VA Budget

WASHINGTON – To expand health care to a record-number of Veterans, reduce the number of homeless Veterans and process a dramatically increased number of new disability compensation claims, the White House has announced a proposed $125 billion budget next year for the Department of Veterans Affairs.

“Our budget proposal provides the resources necessary to continue our aggressive pursuit of President Obama’s two over-arching goals for Veterans,” said Secretary of Veterans Affairs Eric K. Shinseki. “First, the requested budget will help transform VA into a 21st century organization. And second, it will ensure that we approach Veterans’ care as a lifetime initiative, from the day they take their oaths until the day they are laid to rest.”

The $125 billion budget request, which has to be approved by Congress, includes $60.3 billion for discretionary spending (mostly health care) and $64.7 billion in mandatory funding (mostly for disability compensation and pensions).

“VA’s 2011 budget request covers many areas but focuses on three central issues that are of critical importance to our Veterans – easier access to benefits and services, faster disability claims decisions, and ending the downward spiral that results in Veterans’ homelessness,” Shinseki said.

Reducing Claims Backlog

The president’s budget proposal includes an increase of $460 million and more than 4,000 additional claims processors for Veterans benefits. This is a 27 percent funding increase over the 2010 level.

The 1,014,000 claims received in 2009 were a 75 percent increase over the 579,000 received in 2000. Shinseki said the Department expects a 30 percent increase in claims – to 1,319,000 – in 2011 from 2009 levels.

One reason for the increase is VA’s expansion of the number of Agent Orange-related illnesses that automatically qualify for disability benefits. Veterans exposed to the Agent Orange herbicides during the Vietnam War are likely to file additional claims that will have a substantial impact upon the processing system for benefits, the secretary said.

“We project significantly increased claims inventories in the near term while we make fundamental improvements to the way we process disability compensation claims,” Shinseki said.

Long-term reduction of the inventory will come from additional manpower, improved business practices, plus an infusion of $145 million in the proposed budget for development of a paperless claims processing system, which plays a significant role in the transformation of VA.

Automating the GI Bill

The budget proposal includes $44 million to complete by December 2010 an automated system for processing applications for the new Post-9/11 GI Bill. VA also plans to start development next year of electronic systems to process claims from other VA-administered educational programs.

The Post-9/11 GI Bill authorizes the most extensive educational assistance opportunity since the passage of the original GI Bill in 1944. Over $1.7 billion in regular Post-9/11 GI Bill benefit payments have been issued since the implementation of the program on Aug. 1, 2009. In 2011, VA expects the number of all education claims to grow by 32 percent over 2009, going from 1.7 million to 2.25 million.

“To meet this increasing workload and process education claims in a timely manner, VA has established a comprehensive strategy to develop industry-standard technologies to modernize the delivery of these important educational benefits,” Shinseki said.

Eliminating Homelessness

The budget proposal includes $4.2 billion in 2011 to reduce and help prevent homelessness among Veterans. That breaks down into $3.4 billion for core medical services and $799 million for specific homeless programs and expanded medical care, which includes $294 million for expanded homeless initiatives. This increased investment for expanded homeless services is consistent with the VA secretary’s established goal of ultimately eliminating homelessness among Veterans.

On a typical night, about 131,000 Veterans are homeless. They represent every war and generation, from the “Greatest Generation” to the latest generation of Veterans who served in Iraq and Afghanistan. To date, VA operates the largest system of homeless treatment and assistance programs in the nation.

Targeting Mental Health, Preventing Suicides

“The 2011 budget proposal continues the department’s keen focus on improving the quality, access and value of mental health care provided to Veterans,” Shinseki said.

The spending request seeks $5.2 billion for mental health, an increase of $410 million (or 8.5 percent) over current spending, enabling expansion of inpatient, residential and outpatient mental health services, with emphasis on making mental health services part of primary care and specialty care.

The secretary noted that one-fifth of the patients seen last year in VA’s health care facilities had a mental health diagnosis, and that the department has added more than 6,000 new mental health professionals since 2005, bringing to 19,000 the number of employees dedicated to mental health care.

The budget request will enable the department to continue expanding its programs for post-traumatic stress disorder (PTSD) and traumatic brain injury (TBI), along with the diagnosis and treatment of depression, substance abuse and other mental health problems. Shinseki called PSTD treatment “central to VA’s mission.”

The proposed spending will continue VA’s suicide prevention program. Since July 2007, the department’s suicide prevention hotline has received nearly 225,000 calls from Veterans, active-duty personnel and family members. The hotline is credited with saving the lives of nearly 7,000 people.

Reaching Rural Veterans

For 2011, VA is seeking $250 million to strengthen access to health care for 3.2 million Veterans enrolled in VA’s medical system who live in rural areas. Rural outreach includes expanded use of home-based primary care and mental health.

A key portion of rural outreach – which shows promise for use with Veterans across the country – is VA’s innovative “telehealth” program. It links patients and health care providers by telephones and includes telephone-based data transmission, enabling daily monitoring of patients with chronic problems.

The budget provides an increase of $42 million for VA’s home telehealth program. The effort already cares for 35,000 patients and is the largest program of its kind in the world.

Serving Women Veterans

The 2011 budget provides $217.6 million to meet the gender-specific health care needs of women Veterans, an increase of $18.6 million (or 9.4 percent) over the 2010 level. Enhanced primary care for women Veterans remains one of the Department’s top priorities. The number of women Veterans is growing rapidly and women are increasingly using VA for their health care.

Shinseki said the expansion of health care programs for women Veterans will lead to higher quality care, increased coordination of care, enhanced privacy and dignity, and a greater sense of security among women patients.

Among the initiatives for women in the 2011 budget proposal are expanded health care services in Vet Centers, increased training for health care providers to advance their knowledge and understanding of women’s health issues, and implementing a peer call center and social networking site for women combat Veterans. This call center will be open 24 hours a day, 7 days a week.

Delivering World-Class Health Care

During 2011, VA expects to treat 6.1 million patients, who will account for more than 800,000 hospitalizations and 83 million outpatient visits.

The total includes 439,000 Veterans who served in Iraq and Afghanistan, for whom $2.6 billion is included in the budget proposal. That’s an increase of $597 million – or 30 percent – from the current budget.

The proposed budget for health care includes:

· $6.8 billion for long-term care, an increase of $859 million (or 14 percent) over 2010. This amount includes $1.5 billion for non-institutional long-term care;

· Expanding access to VA health care system for more than 99,000 Veterans who were previously denied care because of their incomes;

· $590 million for medical and prosthetic research; and

· Continuing development of a “virtual lifetime electronic record,” a digital health record that will accompany Veterans throughout their lives.

VA is requesting $54.3 billion in advance appropriations for 2012 for health care, an increase of $2.8 billion over the 2011 enacted amount. Planned initiatives in 2012 include better leveraging acquisitions and contracting, enhancing the use of referral agreements, strengthening VA’s relationship with the Defense Department, and expanding the use of medical technology.

Preserving National Shrines

“VA remains steadfastly committed to providing access to a dignified and respectful burial for Veterans choosing to be buried in a VA national cemetery,” Shinseki said. “This promise requires that we maintain national cemeteries as shrines dedicated to the memory of those who served this nation in uniform.”

The requested $251 million for cemetery operations and maintenance will support more than 114,000 interments in 2011, a 3.8 percent increase over 2010. In 2011, the department will maintain 8,441 acres with 3.1 million gravesites. The budget request includes $37 million to clean and realign an estimated 668,000 headstones and repair 100,000 sunken graves.

Building for the Future

$1.15 billion requested for major construction for 2011 includes funding for medical facilities in New Orleans; Denver; Palo Alto, Calif.; Alameda, Calif.; and Omaha, Neb. Also budgeted for 2011 are major expansions and improvements to the national cemeteries in Indiantown Gap, Pa.; Los Angeles; and Tahoma, Wash., and new burial access policies that will provide a burial option to an additional 500,000 Veterans and enhance service in urban areas.

A requested budget of $468 million for minor construction in 2011 would fund a wide variety of improvements at VA facilities.

Now while this all looks great, even if the congress provides funds for these efforts, if they don't have workers to process the claims, it will all seem like money wasted since veterans will continue to suffer in claims backlog hell. The average person will look at the money being spent along side of reports of veterans waiting for help we owe them and think it is a failure. They may end up thinking turning it all over to for profit companies is a good idea.

This "Pledge to America" hurt veterans but we weren't supposed to notice any of this.

We were also not supposed to notice that as congress holds hearings on the problems veterans have had to endure, we haven't heard any solutions. We weren't supposed to notice that as millions are spent on "Suicide Prevention" the number of suicides and attempted suicides have gone up. We weren't supposed to notice that even as the "Suicide Prevention Hotline" has seemed to be a "success" the number of desperate veterans increases when we should be asking why they even have to reach that level of pain suicide is seen as an option.

All in all, we've been deluded by a lot of talk and smiles but if you read this blog, even occasionally, you know the news has not been good for our veterans and now we all know why.

Tell congress to cut their own benefits before they go after veterans

Americans have always made it part of national voice to honor the men and women serving this country. Talk is cheap when it comes to politicians even thinking about cutting funds to veterans after they have served. When they risk their lives for this country, that is a debt we owe them. If the wars they are sent to fight are important enough to ask them to go, then we owe them for whatever happens to them afterwards. If they get hurt/wounded on the job, they would expect nothing less from a civilian employer and Workman's Comp. Since when did any elected official decide that what we owe them is fair game in a budget battle?

We've been behind for decades on fully funding the VA to take care of all the wounded veterans. A lot has been done in the last few years and now these people are talking about cutting funding for them. The reason is clear. Serving in the military does not matter as much to these politicians as their own lives.

Do they ever say they should do without healthcare funded by tax payers when we have too much debt? Do they even talk about the fact US tax payers cover their medical insurance? Do they ever say that their paychecks should be cut?

The current salary (2011) for rank-and-file members of the House and Senate is $174,000 per year.
Members of Congress receive retirement and health benefits under the same plans available to other federal employees. They become vested after five years of full participation.

Members elected since 1984 are covered by the Federal Employees' Retirement System (FERS). Those elected prior to 1984 were covered by the Civil Service Retirement System (CSRS). In 1984 all members were given the option of remaining with CSRS or switching to FERS.

As it is for all other federal employees, congressional retirement is funded through taxes and the participants' contributions. Members of Congress under FERS contribute 1.3 percent of their salary into the FERS retirement plan and pay 6.2 percent of their salary in Social Security taxes.

Members of Congress are not eligible for a pension until they reach the age of 50, but only if they've completed 20 years of service. Members are eligible at any age after completing 25 years of service or after they reach the age of 62. Please also note that Members of Congress have to serve at least 5 years to even receive a pension.

The amount of a congressperson's pension depends on the years of service and the average of the highest 3 years of his or her salary. By law, the starting amount of a Member's retirement annuity may not exceed 80% of his or her final salary.

According to the Congressional Research Service, 413 retired Members of Congress were receiving federal pensions based fully or in part on their congressional service as of Oct. 1, 2006. Of this number, 290 had retired under CSRS and were receiving an average annual pension of $60,972. A total of 123 Members had retired with service under both CSRS and FERS or with service under FERS only. Their average annual pension was $35,952 in 2006.

Salaries and Benefits of US Congress Members

Do they feel like their own budgets should be cut or they should go after retired members because there is a budget mess they had a hand in creating in the first place? No, they feel their service was valuable and they were promised their packages when they decided to give lip service instead of risking their lives. Veterans on the other hand are fair game. The debt congress owes them is subject to debate but their own benefits are sacred.

Take a look at what servicemen and women make.

1) Basic pay for an O-7 to O-10 is limited by Level II of the Executive Schedule which is $14,975.10. Basic pay for O-6 and below is limited by Level V of the Executive Schedule which is $12,141.60.

2) While serving as Chairman, Joint Chief/Vice Chairman, Joint Chief of Staff, Chief of Navy Operations, Commandant of the Marine Corps, Army/Air Force Chief of Staff, Commander of a unified or specified combatant command, basic pay is $20,263.50. (See note 1 above).

3) Applicable to O-1 to O-3 with at least 4 years and 1 day of active duty or more than 1460 points as a warrant and/or enlisted member. See Department of Defense Financial Management Regulations for more detailed explanation on who is eligible for this special basic pay rate.

4) For the Master Chief Petty Officer of the Navy, Chief Master Sergeant of the Air Force, Sergeant Major of the Army or Marine Corps or Senior Enlisted Advisor of the JCS, basic pay is $7,489.80. Combat Zone Tax Exclusion for O-1 and above is based on this basic pay rate plus Hostile Fire Pay/Imminent Danger Pay which is $225.00.

5) Applicable to E-1 with 4 months or more active duty. Basic pay for an E-1 with less than 4 months of active duty is $1,357.20.

6) Basic pay rate for Academy Cadets/Midshipmen and ROTC members/applicants is $974.40.
As you can see they make a lot less than members of congress but they put their bodies on the line instead of their next campaign to keep their "important" jobs for the country.

Considering that when a veteran reaches the point of 70%, they are usually unable to work, so this is what they have to live off of. Food, rent or mortgages, clothing, utilities, transportation and every other bill we all have to pay are paid by disabled veterans.

But with all of this there are members of congress saying veterans should never be fair game and they are willing to put up a fight.


Pryor tells vets all will be hit by U.S. budget cuts

The federal budget needs to be balanced and the deficit reduced, but not at the expense of the nation’s active-duty soldiers and veterans, U.S. Sen. Mark Pryor said Friday. He made the remarks at a meeting of the Arkansas Veterans Coalition at the Sherwood VFW Hall.

“The national debt is beyond politics,” he said. “We need to work together to work through this.”

The problem is so severe, he said, that it won’t be possible to balance the budget for a decade, providing Congress acts now. And, he said, that’s just to balance the budget. Paying off the national debt will be another story.

To accomplish a balanced budget, he said, “everything is going to get a cut.”

However, he said, he planned to fight to maintain funding for military and veterans programs. “I’ll be fighting for you all,” he said.

Pryor tells vets all will be hit by U.S. budget cuts

We've read over and over again that the country is in trouble financially but we have been before and we didn't get here overnight. Most of the people suddenly whining about the debt were responsible for creating it. Most of them were sticking their fingers in their ears when wiser voices were saying invading Iraq was the wrong thing to do. They held their hands over their eyes when the wounded were coming back from Iraq and Afghanistan so they wouldn't have to look at them waiting in long lines at the VA without incomes because no one planed for them. At the same time they cupped their hands around their mouths to shout the words "support the troops" they whispered they were not worth the price when they came home. Now we have proof they are not as valuable as members of congress think their own service is.

Would they like it if they arrived in congress and discovered they would not be paid the way they were promised? Would they like it if they were told they would have to pay their own insurance? What about finding out that after years of service their retirement package was gone? Do they ever consider what it would be like for them to risk their lives on a daily basis, get wounded on the job and then be left to take care of themselves without what they were promised? Would they be willing to wait months or years to have a claim honored and have their wounds taken care of? Would they be willing to wait months for an appointment at the VA?

Where is your congressman/woman in this fight? Are they saying their own service to the people in their area is worth more than a soldier serving the entire nation risking his/her life on a daily basis? Are they saying that the debt we owe veterans is less worthy of honoring than the debt they feel they owe retired politicians? Is their healthcare coverage worth more than taking care of veterans wounded fighting the wars they sent them to fight?

Will GOP Congress honor VA funding?

We saw veterans suffering and ignored while the GOP held the most seats in congress before but now there are more Tea Party folks like Bachmann not caring about what veterans need. We all know about the backlog of claims and the need to take care of veterans with the usual wounds along with illnesses, the aging population, increase of Agent Orange illnesses topped of with PTSD and TBI. With all of this, when the need is so great, will they honor veterans with their votes or will they betray them with their lip service?

VA Announces Budget Request for 2012

Shinseki Pledges to Continue to be "Good Steward" of Resources

WASHINGTON (Feb. 14, 2011) - In announcing the proposed budget for the
Department of Veterans Affairs (VA) during the next fiscal year,
Secretary of Veterans Affairs Eric K. Shinseki emphasized "making every
dollar" count in the $132 billion budget proposal for VA.

"We will continue to wisely use the funds that Congress appropriates for
us to further improve the quality of life for Veterans and their
families through the efficiency of our operations," said Secretary of
Veterans Affairs Eric K. Shinseki

"In the current constrained fiscal environment, every dollar counts,"
Shinseki added. "We have put into place management systems and
initiatives to maximize efficiency and effectiveness, and to eliminate
waste."

The budget request for the fiscal year that begins Oct. 1 must be
approved by Congress before taking effect.



Health Care

The budget request seeks nearly $51 billion for medical care. It would
provide care to more than 6.2 million patients, including nearly 540,000
Veterans of military operations in Iraq and Afghanistan.

The budget request also includes almost $1 billion for a contingency
fund and $1.2 billion of operational improvements to manage the
appropriated funds in a fiscally responsible manner.

Major health care provisions include:

* $6.2 billion for mental health programs, including $68
million directly for suicide prevention;

* $344 million to activate newly constructed medical
facilities;

* $208 million to implement new benefits for Veterans'
caregivers;

* Nearly $509 million for research; and

Shinseki noted the department has created "a portfolio of initiatives"
to improve the quality of VA care while making it easier for patients to
access services. Primary care providers will put more emphasis upon
disease prevention and healthy living. New technology - securing
e-mails, social networking and telehealth - will be harnessed to meet
the evolving needs of patients.

For example, in 2010, a daily average of more than 31,000 patients took
advantage of VA's telehome health care. The budget proposal will allow
more than 50,000 people daily to use this innovative, at-home care.

Among the department's operational improvements is a provision that
calls for VA to implement Medicare's standard payment rates, a measure
that will free $315 million for other health care needs.



Benefits

The proposed budget for the new fiscal year includes more than $70
billion in "mandatory" benefits programs, a category consisting mostly
of VA disability compensation and pension payments.

Shinseki reaffirmed his commitment to "break the back of the backlog" of
claims from Veterans for disability compensation and pensions. VA's
goal is to provide Veterans with decisions on their claims within 125
days at a 98 percent accuracy rate by 2015.

Various initiatives support continued redesign of VA's business
processes and development of a paperless claims system to improve the
efficiency of VA's handling of applications for compensation and
pensions. Among the major projects is one to provide Veterans with
streamlined forms to present to non-VA physicians who are evaluating
Veterans for disability benefits, while another new program allows
online application for claims related to exposure to Agent Orange.



Homelessness Prevention

The funding request includes nearly $940 million for specific programs
to prevent and reduce homelessness among Veterans and their families.
This funding is a 17 percent increase over the current budget of nearly
$800 million.

"Homelessness is both a housing and a health care issue," Shinseki said.
"Our 2012 budget plan supports a comprehensive approach to eliminating
Veterans' homelessness by making key investments in homeless and mental
health programs."



Education and Training

The requested budget for "mandatory" benefits programs includes nearly
$11.5 billion for VA education, training, vocational rehabilitation and
employment programs, including educational benefit programs VA
administers for the Department of Defense. Approximately 925,000 people
will receive benefits under these programs. Nearly three-quarters of
the funds will go to recipients of the new Post-9/11 GI Bill.

The budget proposal continues development of an automated Post-9/11 GI
Bill claims processing system that will speed tuition and housing
payments to eligible Veterans.



Information Technology

VA will seek nearly $3.2 billion for the new fiscal year to operate and
maintain its information technology (IT).

"IT is the key to bringing VA into the 21st century," Shinseki said. "It
allows for the efficient delivery of health care and benefits."

A recent independent study found that VA invested $4 billion in medical
IT from 1997 to 2007, which generated $7 billion in savings, mostly from
the elimination of duplicate medical tests and the reduction of medical
errors.

VA has a major role in the development of the "virtual lifetime
electronic record" as part of an inter-agency federal initiative to
provide complete and portable electronic health records for service
members, Veterans, other family members and, eventually, all Americans.


Through a disciplined approach to IT projects, VA transformed its
software development processes, meeting product delivery schedules over
80 percent of the time.

VA is consolidating its IT requirements into 15 major contracts, which
will lower costs and increase oversight and accountability. Seven of
the 15 contracts are set-aside for Veteran-owned businesses, and four of
those seven are reserved for small businesses owned by service-disabled
Veterans.



Construction

Nearly $590 million in major construction is included within next year's
budget request.

"This reflects the department's continued commitment to provide quality
health care and benefits through improving its facilities to be modern,
safe and secure for Veterans," Shinseki said.

The funding proposal provides for the continuation of seven ongoing
construction projects at health care facilities - New Orleans; Denver;
San Juan, Puerto Rico; St. Louis; Palo Alto, Calif.; Bay Pines, Fla.,
and Seattle - plus new projects in Reno, Nev.; Los Angeles and San
Francisco.

Also in the budget request is $550 million for minor construction for
such purposes as seismic corrections, improvements for patient safety,
and enhancements for access and patient privacy.

Additionally, the spending proposal includes funds for a gravesite
expansion project at the National Memorial Cemetery of the Pacific in
Hawaii.



National Cemeteries

VA is seeking more than $250 million next year for the operation and
maintenance of its 131 national cemeteries.

The department expects to inter about 115,000 people next year at its
national cemeteries. Nearly 90 percent of the U.S. population is within
75 miles of a VA-run national cemetery or a state-run Veterans cemetery.

For the fourth consecutive time in 10 years, VA's system of national
cemeteries has bested the nation's top corporations and other federal
agencies in a prestigious, independent survey of customer satisfaction.

The fiscal year 2012 budget plan includes $46 million to fund creation
and improvement of state Veterans cemeteries and tribal government
Veterans cemeteries.

Rep. Michele Bachmann, R-Minn., sought Friday to quell a controversy over her budget-cutting plans, dropping a proposal that would have cut compensation for some disabled veterans by $12,000 a year or more.

Bachmann, who heads the tea party caucus in the House of Representatives, said she remains dedicated to cutting federal spending, and has not backed off the idea of freezing veterans health care funding.


But her list of ways to cut $400 billion from the federal budget no longer includes a proposal that would have reduced disability compensation by the amount received in Social Security Disability Income for the 153,000 severely disabled and unemployed veterans eligible for both benefits.

Bachmann came up with the list of possible cuts as part of her opposition to raising the $14.3 trillion cap on government borrowing, an issue Congress will face later this year.

If Rep. Michele Bachmann (R-Minn.) wanted to make a name for herself by proposing to cut funding for veterans health care and disability compensation, she has succeeded. "Such an ill-advised proposal is nothing short of heartless," according to Disabled American Veterans Washington Headquarters Executive Director David W. Gorman.

"It is unconscionable that while our nation is at war someone would even think of forcing our wounded warriors to sacrifice even more than they already have," Gorman said. "Their injuries and disabilities were the result of their service to the nation, and our nation must not shirk its responsibilities toward them. How do you tell a veteran who has lost a limb that he or she has not sacrificed enough? Yet Rep. Bachmann wants to do just that."

The third-term member of Congress has called on Congress to freeze Department of Veterans Affairs health care spending and reduce disability compensation. Her proposal would cut $4.5 billion from veterans health care and disability benefits.

"Freezing VA health care funding will not only freeze out sick and disabled veterans seeking care, it will also end up costing the federal government even more money," said Gorman. "With the number of veterans seeking health care rising, the effect of a freeze would be to either block enrollment of veterans, many of them just returning from battlefields in Iraq and Afghanistan, or to ration care to currently enrolled veterans, including disabled veterans who have relied on VA dating back to World War II," Gorman said.

Independent studies have shown the VA system provides safe, high quality health care at an average cost that is less than Medicare, Medicaid or the private sector. "This ill-conceived and misguided proposal by Rep. Bachmann would actually increase the budget deficit while lowering the quality of health care to our nation's veterans," he said.

"America's sick and disabled veterans will not sit idly by while their earned health care and disability benefits are threatened," Gorman warned. "We will raise our voices above the din and call on every member of Congress to reject Rep. Bachmann's heartless proposal."

Buck denies that he wants to privatize veteran’s health care

Too bad for Buck that the GOP "plan" for this country should they take over again has this "plan" in what they want to do. Along with turning over Social Security to Wall Street and cutting Medicare, this is what they want to do to our veterans. Do they know what this will do to them? Do they know what message they are delivering to our veterans when they say this is their plan? Do they know what harm it does to even talk about cutting the VA budget off their backs? Social Security hits the elderly but it also hits disabled veterans. Medicare hits the elderly but it also hits disabled veterans because a well kept secret is the fact that veterans using the VA have to have other insurance to cover anything not connected to their disability. Most of them have Medicare or Medicaid to supplement coverage from the VA.

This "plan" should mean three strikes and they are out! All the advances have happened since 2007 when Democrats took over the Chairmanship of the Committees in the House and Senate. The problems veterans faced just got worse while the GOP heads ignored all of it. Now they want control again? Look what they've done to stop bills from being voted on and tying them up while veterans suffer waiting. Look at how they voted against veterans every chance they had. The GI Bill, they didn't want that because it was "too generous" for the troops. They didn't want to give them pay raises. This shows they are against the servicemen and women but favor the defense contractors just like turning over the VA to companies would favor the companies and harm the veterans.

Democrat Michael Bennet’s campaign yesterday continued to hammer Republican gubernatorial rival Ken Buck for saying he believes that the private sector is better suited than the government to run a veterans administration’s hospital.

Buck’s campaign fired back, however, saying that Bennet’s campaign is trying to mislead the media and voters with a video clip that doesn’t tell the whole story.

Bennet’s campaign held a press conference with Democrat lawmakers and veterans to blast Buck for the “troubling” comment he made at a Tea Party event earlier this year. The comment Ń in which Buck said, “Would a veteran’s administration hospital that is run by the private sector be better run then by the public sector? In my view, yes;” Ń came in a small clip circulated by the Bennet campaign.

Despite having some issues along the way, veterans are continually more satisfied with their government-run health care compared to people with private health providers, according to the American Customer Satisfaction index. Artie Guerrero, a veteran who was wounded in Vietnam, said at Bennet’s press conference yesterday that the government should continue to provide health care for veterans.

“To turn it over to bureaucrats and the bureaucracy that have absolutely no knowledge of military process or the VA process would be totally wrong,” he said.

The Veterans Affairs Department is good at finding waste and inefficiency, but it could be faster to take action to fix these problems, according to testimony at a Wednesday congressional oversight hearing.

Since October, the VA inspector general has issued 120 reports containing 232 recommendations for saving $673 million, said Rep. Bob Filner, D-Calif., the House Veterans Affairs Committee chairman. That is good news, he said, showing the VA IG is doing “high-quality” and “essential” work.

However, VA has 124 open reports with a combined 756 recommendations, including 16 reports with 45 recommendations that are more than one year old, said Richard Griffin, the VA’s deputy inspector general. The oldest open report dates back to Sept. 30, 2005, he said.

VA budget still not enough, group warns

Paul Sullivan of Veterans for Common Sense, has a habit of getting angry with the way things are. He does it all the time. He filed law suits to get things done and to stop the abuse of our veterans. Because of him things changed at the VA and suicide was no longer something to just pass off. Thank God he does what he does. I would still love to know why on earth he is not on the "news" shows talking about all of this? He's been out there fighting for a very long time and telling the truth. He does not play games and does not do anything other than fight for what our veterans need. We need more people like Paul in this country if we are ever going to get this right for our veterans.

The biggest veterans budget in history is not big enough, warns the head of Veterans for Common Sense, a group that closely tracks health care issues for Iraq and Afghanistan veterans.

Paul Sullivan, executive director of the group, said the $109 billion veterans budget for fiscal 2010 — approved Thursday by the House and Senate — “may fall short as much as 45 percent” in covering the Veterans Affairs Department’s added costs of treating veterans of the two ongoing wars.

VA funding is included in HR 3288, a consolidated appropriations bill covering many federal agencies.

Sullivan’s warning is based, in part, on a joint statement from the House and Senate appropriations committees that says the new budget includes money to provide medical care in fiscal 2010 for 419,000 veterans of Operation Iraqi Freedom and Operation Enduring Freedom.

One senator’s hold delaying consideration of a veterans caregiver and health benefits bill has been lifted.

A new agreement will allow a final vote on S 1963 after senators consider an amendment that would pay for stipends, health care, counseling and other benefits for people taking care of severely disabled veterans by cutting the U.S. contribution to the United Nations.

As a result of the agreement, the Senate is now expected to take up and pass the bill this week, allowing House and Senate negotiators to begin work on a compromise measure that could become law this year The U.N. amendment will be offered by Sen. Tom Coburn, R-Okla., the person who since Memorial Day has prevented the Senate from taking up veterans legislation because he thinks it is wrong to pass new benefits without paying for them.

The chairman of the Senate Veterans’ Affairs Committee remains hopeful that a roadblock holding up consideration of an omnibus veterans’ health care bill can be cleared early next week.

Speaking Friday on the Senate floor about a procedural hold that is blocking passage of S. 1963, the Veterans’ Caregiver and Omnibus Health Benefits Act, Sen. Daniel Akaka, D-Hawaii, said “it would be truly disgraceful” if the bill didn’t clear the Senate by Veterans’ Day.

Akaka said the bill represents a bipartisan collection of veterans’ committee proposals packaged into one bill so it could quickly pass. Consideration of the measure is being blocked by Sen. Tom Coburn, R-Okla., who doesn’t want the measure brought up unless he is given an opportunity to offer amendments.

“This single senator is denying veterans many benefits and services,” Akaka said, including a new caregiver assistant program at families of the “most seriously wounded veterans.”

Akaka said the veterans’ committee “continues to hear about family members who quit their jobs, go through their savings and lose their health insurance as they stayed home to care for their wounded family members.”

The American Legion is organizing a grassroots campaign in Oklahoma to try to persuade Republican Sen. Tom Coburn to lift his hold on S 1963, an omnibus veterans bill, so it can be approved and enacted.

“We are contacting Legionnaires in Oklahoma to inform them about how their senator is delaying the bill and what that means for veterans, especially seriously injured veterans and their families,” said Steve Robertson, the Legion’s national legislative director.

The idea is that Legionnaires in Oklahoma would be able to spread the word to bring pressure on Coburn to change his mind, Robertson said.

Coburn is using Senate procedures to delay a vote on the Veterans’ Caregiver and Omnibus Health Benefits Act because he wants to be able to offer an amendment that would pay for the new caregiver benefits, which would include monthly stipends, health care, counseling and other services.

Senate leaders do not want to allow the amendments, hoping to pass the bill quickly before Veterans Day, but Coburn — using rights available to every senator — has been able to prevent this from happening.

No excuse for Senator Colburn holding up bill for veterans

The "objection is cost" and he said that? The price was due and payable as soon as the first pair of boots was sent into Afghanistan and then into Iraq. Didn't they think of this when they sent them? After all, wars do not produce only coffins coming back but wounded as well. Keep in mind that there were less doctors and nurses working for the VA with two campaigns going on than there were after the Gulf War. Also keep in mind that there was nothing really being done for any of the wounded for far too long, so there is no excuse Senator Coburn can use now. This money should have been paid in full years ago. To complain now is forget what a huge role he played in all of this in the first place. He should be ashamed he does not understand that while he's complaining about money, they are suffering. They didn't make the congress wait when they were told to go so why the hell should they have to wait until Coburn finds his conscience and understands this is what we owe them now?

The senator holding up consideration of an omnibus veterans’ health bill doesn’t hate veterans and their families, but he does hate the idea of creating new benefits without paying for them, his spokesman says.

Sen. Tom Coburn, R-Okla., is using Senate rules to block a vote on S 1963, a major veterans bill, unless he has the chance to offer amendments to pay for the new benefits it creates, especially stipends, health benefits, counseling and other programs aimed at family caregivers of seriously wounded combat veterans.

Coburn spokesman John Hart said the senator has questions about the new benefit, wondering why, if it is such a good thing for families, it is limited to helping only those of Iraq and Afghanistan combat veterans. But the main objection is cost.

“We are at a point in our history when we have to start paying for things,” Hart said.

Veterans find honor with President Obama signs advance VA funding into law

If you are not a veteran then you may have a hard time understanding how important this step is. For far too long, the veterans were pretty much the last item on the budget to take care of. Considering they are a minority in this country, they never really received enough attention when every interest group has their hand out looking for funding. With the veterans, the difference is that they were the first ones to respond to the nation's hand held out looking for defense and security. We were the first ones with our hands out to them looking for help after disasters as well but they were the last ones we managed to take care of. This tells them finally they matter when they need us as much as when we need them.

Veterans advocacy groups saw several years of work come to fruition Thursday when President Barack Obama signed into law a bill that provides funding for the Veterans Affairs Department one year in advance.

The Veterans Health Care Budget Reform and Transparency Act aims to protect veterans medical programs from interruptions in funding when Congress is late passing a budget bill — as it has been for 20 of the last 23 years.

“Today is a victory for all the veterans organizations ... who fought for years for reform,” Obama said as he signed the bill.

He said the new law is “commonsense reform” that “promotes accountability at the VA.”
“With this legislation, politics can no longer stand in the way of VA funding, and VA Secretary [Eric] Shinseki is more effectively set up for success,” Rieckhoff said, adding that Congress’ most recent failure to pass a budget on time “further illustrates the need for advanced appropriations. ... Veterans deserve better than late budgets and month-to-month planning.”
