COLUMBIA, Mo. -- A man accused of beating a fellow Veterans Affairs hospital patient to death won't be tried for murder after a prosecutor accepted his insanity plea Monday, citing a second doctor's diagnosis that the defendant is schizophrenic.

Rudy Perez, 33, of Sedalia, Mo., had pleaded not guilty by reason of insanity or mental defect in the Feb. 1 killing of Robert O. Hill, 78, at Truman Memorial Veterans Hospital in Columbia, Mo. Hill, of Warsaw, Mo., was a patient, and Perez was there on a 96-hour involuntary commitment from Pettis County after an alleged assault on his father.

Perez had been scheduled for trial Oct. 1 in Boone County Circuit Court. But prosecutor Dan Knight dropped the murder charge Monday, noting doctors' findings that Perez had a history of hallucinations and paranoid delusions, KRCG-TV reported.

A Canadian soldier and the wife he is now accused of murdering were facing serious financial pressures when she went missing, the Ottawa Citizen has learned.

Melissa Richmond, 28, went missing on July 24. Around that time, her husband Howard, 50, posted numerous messages on an online forum created to help mentally injured soldiers, sometimes referring to his battle with post-traumatic stress disorder (PTSD). The couple were briefly being sued by their bank over the nonpayment of a loan. The Bank of Nova Scotia filed a statement of claim against the Richmonds after they allegedly defaulted on a $139,700 line of credit, according to court documents obtained by the Citizen.

The lawsuit was discontinued shortly after it was filed on July 15 and before anything happened to Melissa Richmond, the Bank of Nova Scotia's lawyer, John Hamilton, said Friday. Hamilton wouldn't comment further on why the lawsuit was discontinued.

Melissa Richmond was reported missing on July 24 by her husband, who is a warrant officer with the Canadian military. Her car was found two days later in a parking lot at the South Keys Shopping Centre. Richmond's body, partially clothed and stabbed several times, was discovered on July 27 in a ravine next to the parking lot.

On Friday, Ottawa police arrested Howard Richmond. Police say he is to be charged with murder and is expected to appear in court by video Saturday.

EL PASO, Texas -- The wife and stepson of a decorated Army officer killed in 1977 have been formally charged with causing his death.
An autopsy found that Chester Garrett, an Army Special Forces officer and a Green Beret, had a fractured skull, severe brain contusions and numerous stab wounds. He may have been already dead or unconscious when stabbed.

Court records show a state district court grand jury indicted Roger Evan Garrett, 54, and his mother, Lisbeth Ann Garrett, 74, on murder charges in the Jan. 3, 1977, slaying of Maj. Chester Garrett, whose body was found in a desert area in East El Paso County.

Last month, Roger Garrett was extradited from Knoxville, Tenn., where he had been living, to El Paso. Both Roger and Lisbeth Garrett remain in the El Paso County Jail on bonds of $1 million each. The bond amounts were reduced from $5 million during a recent bond hearing.

Cheri Ellington, Chester Garrett's oldest sister, expressed joy after hearing the news of the indictments. However, she said she was also disappointed that the bond amounts for Roger and Lisbeth Garrett were reduced because she fears Roger Garrett will try to skip his court appearances.

MILWAUKEE -- As questions continue to swirl around what would motivate Benjamin Sebena to allegedly stalk and kill his wife Jennifer on Christmas Eve, the Wauwatosa Police Chief says issues related to Post Traumatic Stress Disorder (PTSD) were mentioned during officer interviews with the defendant.

In an informational video with graphic pictures released by the Elmbrook Church in Brookfield in 2010, Ben Sebena reveals anxieties he suffered after returning from two tours of duty in Iraq.

In the church video, Ben says he shared his painful memories to help other veterans.

"I've been to the dark places, and I want to help bring them to the light," he says after describing the day in 2005 when he was changed forever after he nearly lost his life and watched a friend die, one of 50 deaths of fellow soldiers he says he witnessed.

"A mortar round came down and dropped right behind him. It killed him instantly, and the rest of the schrapnel came and hit me," explained Ben. "I looked down at my knee, and my pants were soaked in blood. And I could see my knee cap. My arm is drooping off my body and holding on by a couple tendons."

In the church video, Ben describes his physical struggle to walk again and the emotional difficulties he faced after the attack -- even when he was attending church back at home.
